Before an MCST council or facilities manager mandates or approves EV charger safety testing across a car park, three separate things need to be true, and they are not the same thing, checked by the same person, or covered by the same piece of paper: the charger unit itself needs valid government type approval and registration, the fixed electrical wiring feeding it needs to be installed and tested by a licensed electrician, and the physical space needs to meet fire safety requirements specific to EV charging. A single "electrical test passed" certificate from your installer covers only the second of these three.
Why this decision genuinely sits with the council or FM, not just "the electrician"
An electrical contractor can execute a compliant installation and hand over a clean test certificate, and still leave the MCST or building owner exposed, because charger registration, type approval status, and fire safety compliance for the surrounding space are not things an electrician's own test certificate speaks to. The council or facilities manager is the party actually accountable for the shared property, the budget, and the governance decision to permit charging infrastructure in common areas, which means understanding the full compliance picture, even at a summary level, is genuinely part of the job, not something that can be fully delegated to whoever wins the installation tender.
The three approvals, in plain terms

For a council or FM overseeing the decision rather than doing the wiring, here is the same picture in plain terms:
- The charger itself needs a government "passport." Every EV charger model needs approval from LTA (the Land Transport Authority) before it can legally be supplied and used in Singapore, and the specific installed unit needs to be registered with LTA after installation, with its approval matching how it will actually be used (a charger approved only for private, restricted-access use cannot legally serve a shared visitor car park).
- The wiring needs a licensed electrician's sign-off. Only a Licensed Electrical Worker (LEW), registered with EMA (the Energy Market Authority), can legally install and test the fixed electrical connection to a charger. This produces a Schedule of Test Results, the documented evidence the wiring itself is safe.
- The space needs to meet fire safety requirements written specifically for EV charging. Singapore's Fire Code requires an emergency isolation shut-off switch within 15 metres of an EV charging station, so first responders can cut power to both the charger and the vehicle in a fire, on top of general car park fire containment, ventilation and sprinkler requirements. This sits with your building's fire safety engineer or existing Fire Certificate holder, a different party again from the electrician and the charger supplier.
A practical checklist: what to ask your contractor for
Rather than relying on a single vague assurance that "everything's compliant," a council or FM should be able to see and keep on file each of the following before signing off on a charger installation:
- Proof the installing electrician is a currently registered Licensed Electrical Worker.
- The Schedule of Test Results for the installed circuit (covering insulation resistance, earth fault loop impedance, and RCD/protective device testing).
- Confirmation of the charger model's current LTA type approval status.
- The Certificate of Fitness issued by a charger equipment specialist once the unit is commissioned.
- Confirmation the charger has been (or will be) registered with LTA, with its access status (restricted or non-restricted) matching how the MCST actually intends the bay to be used.
- Confirmation of connector type appropriate to that intended use, a Type 2 AC and/or CCS2 DC connector for any shared or visitor-accessible bay, per Singapore's public-charging connector requirements.
- Written confirmation the emergency isolation switch requirement (within 15 metres of the charging station) has been addressed as part of the fire safety design, ideally sighted by your building's fire safety engineer, not assumed to be covered by the electrical contractor alone.
The recurring cost most committees only discover in year two
Commissioning testing is a one-time, budgeted line item most MCSTs plan for correctly. What frequently gets missed is that the electrical installation feeding an outdoor or semi-exposed car park charging bay is genuinely subject to gradual degradation over time, corroding terminations, cable insulation affected by humidity, connector wear from repeated use, in a way an indoor domestic circuit is not. Mandating testing on privately owned chargers in shared car parks
A governance question that comes up increasingly as EV adoption grows in condominiums: can, or should, an MCST require periodic safety re-testing on chargers that individual residents have installed at their own cost in their own reserved lots? The underlying safety logic is straightforward, a fire originating from a poorly maintained privately-owned charger in a shared basement car park is a shared-building risk, not purely a private one, which is part of why lithium-ion battery fire risk (these fires can retain heat and re-ignite even after visible flames are extinguished) has become a genuine multi-agency focus, reflected in the joint LTA-SCDF EV Safety Taskforce established in 2023.
That said, this is a governance and, frequently, a legal question for your MCST's own managing agent or lawyer, not something a test equipment supplier can settle. A reasonable starting position many facilities teams adopt is requiring the same documentation set described above (Schedule of Test Results, Certificate of Fitness, LTA registration) as a condition of MCST approval for any new private charger installation in a shared area, with periodic re-verification built in as a house rule, timed to a reasonable interval or triggered at ownership transfer. Whether and how to extend this to units installed before such a rule existed is precisely the kind of retrospective governance question worth taking to your managing agent or legal adviser rather than resolving informally at a committee meeting.
Worth knowing as background context for these budget conversations: the government's EV Common Charger Grant, in place since 2021, co-funds installation costs for shared EV charging infrastructure in non-landed private residences such as condominiums, covering components including charging system hardware, Licensed Electrical Worker fees, and cabling and installation costs. This is worth factoring into any committee discussion about shared charging infrastructure economics, alongside, not instead of, the ongoing safety testing costs above.
The fire safety angle facilities managers specifically own
Because the emergency isolation switch and general car park fire containment requirements sit under the Fire Code rather than under either the LTA or EMA electrical tracks, this is squarely inside a facilities manager's existing remit, alongside whoever holds the building's Fire Certificate. Confirming the isolation switch remains accessible, correctly labelled, and functional should sit inside your routine fire safety inspection cycle, not be treated as a one-off item ticked off at commissioning and never revisited.
Explaining this to residents without causing alarm
EV charger safety testing is worth introducing to residents as routine, sensible building maintenance, in the same spirit as lift servicing or fire extinguisher checks, rather than as a response to a specific incident or scare, which tends to generate anxious questions rather than cooperation. A short, plain-language notice explaining what's being checked, why (protecting shared property and everyone's safety, not singling out EV owners), and what residents need to do (typically nothing, for MCST-managed common infrastructure, or providing access for a scheduled test window for privately installed units) tends to land far better than a notice that leads with regulatory language or references to fire risk. Where a private charger owner is asked to provide documentation or make their unit available for a periodic check, framing it as a straightforward, low-effort request, similar to any other unit-specific compliance item already familiar from other building systems, respects that this is their own asset and their own cost, while still making clear why the request matters to the wider building.
Writing the requirement into a contractor's scope of work
When your MCST puts an EV charging installation or maintenance contract out to tender, it's worth writing the three-approval structure directly into the scope of work rather than leaving it implied. A simple, specific line such as "contractor to supply, prior to final payment: proof of LEW registration, the Schedule of Test Results, confirmation of the charger's LTA type approval and registration status, and written confirmation that Fire Code emergency isolation switch requirements have been addressed" gives your managing agent something concrete to check off, rather than relying on a general assurance that "everything will be compliant." Specifying documentation requirements upfront, before work begins, also avoids the awkward position of discovering a gap only after the contractor has been paid and moved on to the next job.
A pre-mandate checklist for your next council meeting
- Confirm which parties are accountable for which approval: charger registration (LTA), electrical installation (your LEW), fire safety compliance (your fire safety engineer/Fire Certificate holder).
- Request the full documentation set (Schedule of Test Results, Certificate of Fitness, LTA registration confirmation, connector type confirmation) for any existing or proposed installation before approving it.
- Budget periodic re-testing as a recurring line item, not a one-time commissioning cost, and set the interval based on actual bay usage rather than a generic assumption.
- Confirm the emergency isolation switch requirement has been addressed and is checked as part of routine fire safety inspection.
