Rather than relying on a vague assurance that "everything's compliant," a council or FM should keep on file: proof the installing electrician is a registered LEW; the Schedule of Test Results (insulation resistance, loop impedance, RCD testing); confirmation of the charger model's current LTA type approval; the Certificate of Fitness issued once commissioned; confirmation the charger is registered with LTA, with access status matching intended use; confirmation of appropriate connector type; and written confirmation the emergency isolation switch requirement is addressed, ideally sighted by your fire safety engineer.

The Recurring Cost Most Committees Only Discover in Year Two

Commissioning testing is a one-time, budgeted line item most MCSTs plan for correctly. EV charger safety testing is worth introducing to residents as routine, sensible building maintenance, in the same spirit as lift servicing or fire extinguisher checks, rather than as a response to a specific incident, which tends to generate anxious questions rather than cooperation. A short, plain-language notice explaining what's being checked, why, and what residents need to do (typically nothing for common infrastructure, or access for a scheduled test window on private units) lands better than one leading with regulatory or fire risk language.

Writing the Requirement Into a Contractor's Scope of Work

When your MCST puts an installation or maintenance contract out to tender, write the three-approval structure directly into the scope of work: "contractor to supply, prior to final payment, proof of LEW registration, the Schedule of Test Results, confirmation of the charger's LTA type approval and registration status, and written confirmation that Fire Code emergency isolation switch requirements have been addressed." This gives your managing agent something concrete to check off, rather than discovering a gap after the contractor has been paid and moved on.
